
Fundamentals of Public Policy Certification Course
We designed our Fundamentals of Public Policy course to create a community of public policy thinkers and analysts in Kerala. This community builds on our ideas and work to discuss and demand more impactful policies from the Government. This unique 33-hour public policy programme started at St. Teresa’s College, Ernakulam. Over two successful batches, we have trained close to 50 students.
Rooted in liberal economic thought and public choice theory, the course helps students critically examine the interplay between the state, markets, and society. We do this by using case-based learning and classroom discussions. The curriculum also introduces students to ideas like spontaneous order, the importance of incentives, and the limits of state action. While creating a pluralistic space, we allow students to debate and think deeply on policies that shape their daily lives, from education and food subsidies to employment and urban transport.
Encouraged by the response at St. Teresa’s College, we now aim to scale the programme to multiple colleges across Kerala, especially targeting students in government and rural institutions who are often excluded from such learning opportunities. As an important component of our advocacy arm, we envision the course to create a generation of informed, curious, and engaged citizens who can drive meaningful policy reforms in Kerala and beyond.
