
Perception Study on the 24x7 ONCourts
Aligning with our idea of building citizen-centric and effective public policies and governance systems, we conducted an independent perception study on the 24×7 ON Courts system at the Kollam District Court piloted by the Kerala High Court.
This initiative was spearheaded by PUCAR (Public Collective for Avoidance and Resolution of Dispute) and aspires to improve access and speed up legal proceedings through digital innovations. The system has features such as online case filing and real-time case tracking for litigants, lawyers, and law clerks.
Our study focused on understanding how litigants and advocates perceive and interact with this new digital system, the challenges they face, and their ideas on improvements. Using semi-structured interviews, we explored four key dimensions through the study, which are awareness and access, user experience, service effectiveness, and suggestions for improvement. The research offered insights into both the promise and challenges of the ON Courts model.
